Harley was born and raised in Dubuque county. He was raised to be a hard worker and fight for what is right. This led him to his job at the Dubuque County Sheriff’s office in 1987; where we worked in the jail. From there Harley was transferred to the Road Patrol Division in 1988. He worked on the road until 1998, when he was transferred to the Drug Task Force. He stayed with the Drug Task Force until 1999 when he got the promotion to Sergeant – Road Patrol Division. He was promoted to Road Patrol Captain in 2016. He plans to retire in 2020 after serving for 33 years.
As a member of the Dubuque County Sheriff’s office, Harley had advocated for the members of Dubuque county. He is an empowering leader and recognizes that your quality of life directly relates to the value of the community. He believes that by collaborating with the members of Dubuque County he can work to enhance their quality of life. Harley is a collaborate problem solver who has developed strong working relationships with other employees and officials in the county. He also has working relationships with the members of other criminal justice agencies and members of the general public.
Harley also manages the Sherrill Feed and Supply, a satellite store for Dave's Feed in Luxembourg, where he serves the agricultural industry in Dubuque County. He has been an employee for nearly 20 years. In his free time Harley likes to hunt, fish, and take in a few baseball games. He volunteered with the Dubuque County Sheriff’s Association from 1990-1999. He also coached the Rickardsville Babe Ruth baseball team for serveral years.
